About this module
Buying well is a process problem before it is a paperwork problem. Procurement gives that process a shape: a solicitation is drafted, published, closed to new bids, evaluated, and awarded — and the system refuses those steps out of order. You cannot award without evaluating, you cannot re-award, and the award stamps the winning bid and closes the solicitation in one transaction, so two evaluators clicking at the same moment cannot both succeed.
The part that makes it fair is the part you cannot switch off. A bidder never sees another bidder's bid — not before award, not after, under any setting. What IS configurable is whether your own evaluators see bidder identity before award: visible by default, because past performance is usually worth weighing, and blind when you want content judged on its own. Sealed bidding goes further and shows nobody anything until you open the bids, recording the moment you did.
Federal work is carried rather than bolted on. NAICS and PSC codes, and set-asides for 8(a), SDVOSB, WOSB, HUBZone and small business, live on the solicitation and travel to the award — so the basis for a restricted competition is part of the record instead of something reconstructed afterwards.
What you can do with it
Post an RFQ for groundskeeping and award it on price with the bids sealed until closing
Run a blind evaluation so a long-standing supplier and a newcomer are scored on the same terms
Restrict a competition to SDVOSB vendors and keep the set-aside basis attached to the award
Respond to another organization's open solicitation, and amend your bid before the deadline
