Administer benefits and open enrollment

The **Benefits** tab on /workforce is the employer-side benefits administration surface — distinct from the Group Benefits marketplace where you shop plans.

What it handles:

• **Elections → payroll** — worker benefit elections post as payroll deductions, with the premium split between employer and employee. Net pay is computed as gross minus deductions, so a worker's paycheck reflects their real benefits load.
• **Open enrollment** — run an enrollment window (active or passive), with rollover of existing elections and reminders to workers who haven't acted.
• **Qualifying life events (QLE)** — a worker with a qualifying event (marriage, birth, loss of coverage) gets a change window to update elections outside open enrollment.
• **COBRA** — when a worker is offboarded, a COBRA continuation record is generated automatically.
• **ACA 1095-C** — generate the year's 1095-C filings, as a CSV report and as real per-employee PDFs.

Workers manage their own elections from their personal surface; admins and HR run windows and reporting here.
