Security Plans editor (verified venue operators)

The Security Plans tab inside /venue is visible only to operators of a verified venue listing. It's where you build, version, and extend access to your security plan.

Per-plan editor:
- Name + description
- Procedures: numbered text blocks per emergency type — severe weather, active threat, medical, fire, lost-child / vulnerable person, evacuation, comms tree, other
- Security overlays on the floor plan: drop security posts, AED locations, evacuation routes, shelter zones, command posts, medical tents, free-form notes (each color-coded)
- Access grants: extend to event-organizer orgs (org id + optional event scope), to law enforcement (email-based magic link with agency + jurisdiction), or to security vendors (email-based magic link). Each grant can be view-only or edit-capable

Status workflow:
- Plans start as "draft" — only the operator org can see them
- Click "Publish plan" to freeze + open read access to all current and future grants
- Revoking a grant immediately removes that grantee's access

The Builder block "BuildOS — Lot Availability" is unrelated (different module) — security plans don't ship a public block on purpose; they're sensitive content shared only to specific grantees.
