Board decisions: permanent records, and only the board decides
Governance, Decisions is the community's ledger of board decisions.
Who does what:
- The board decides. A director is a resident recorded with the Board member role on their unit, signed in with that same email. An org admin role does not make someone a director.
- Management (your management company, or staff who are not on the board) can process requests, draft decisions, recommend, and write to owners. It cannot approve, deny, void, revoke, extend, or add a condition. Its drafts go to the board as motions with its name on them.
- Everything management does is listed in the Activity section for the board to see.
Recording a decision:
- Vote in Turtini: draft the decision as a motion, directors vote For, Against, Abstain or Recuse, and a director records the result.
- Decided at a meeting or by written consent: a director records it with the names of the directors for, against, abstaining and recused, and the meeting.
Each condition, deadline or reason carries its own citation, or is marked "Unsupported — no rule cited".
How this board decides:
Record the number of seats, the quorum, how a motion passes, and whether the board may act without a meeting, each with the provision that sets it. A decision that clearly did not carry (more against than for, no quorum under your recorded rule) is refused. A decision made while a rule is not recorded is kept, with its validity marked unknown rather than assumed.
Decisions are never edited:
An amendment, an extension, a revocation or a voiding is a new decision that names the one it changes, decided the same way, and the owner is notified with the full letter. A decision that is no longer current cannot be changed; change the latest one. A decision cannot be voided or revoked while the owner has an extension request pending.
Checking the ledger:
Each record is chained to the one before it. "Check the ledger" recomputes the chain and reports if any record was changed, deleted, or removed from the end.
