Bidding on someone else's solicitation

Procurement works from both sides. **Open board** lists every solicitation currently accepting responses, across organizations.

Each listing shows the scope, the due date, and the classification codes - and nothing at all about other bids. How many others responded, who they are, and what they quoted are not in the data your browser receives.

To respond, choose **Bid**, give your price and your response, and submit.

**Submitting again replaces your bid rather than adding a second one.** If you spot a mistake, fix it and resubmit; the form reopens with what you actually sent so you are amending rather than retyping. Only your latest bid is evaluated.

You cannot bid on a solicitation your own organization issued. That is refused by the server, not merely hidden.
