Portfolio dashboard — cross-project EVM + utilization heatmap

The Planning home (/planning) rolls up cross-project signals so the head of delivery can see whether the entire book of work is healthy.

Cross-project EVM:
• Aggregates BAC / BCWS / BCWP / ACWP across every active project that has a budget + tasks
• Reports portfolio-wide SPI / CPI as a single pair of numbers
• Headline numbers turn green when both ratios ≥ 1.0, amber otherwise

Resource utilization heatmap:
• Every person resource across every active project is listed
• Cells = next 12 weeks, coloured green → amber → red based on weekly load vs daily capacity
• Hover a cell for the exact load
• If the same person appears in multiple projects, their load aggregates — so over-allocation across projects shows up clearly

Caps:
• Up to 25 active projects roll up at once. Beyond that, archive completed work to bring more into scope.

This is the view to share in a portfolio review or quarterly business review — it tells a story about delivery health that no single project page can.
