Portfolio dashboard

The Planning home (/planning) surfaces a portfolio dashboard above the project list with rollup KPIs across every active project in the org.

KPI tiles:
• **Active projects** — count, plus done + on-hold breakdown
• **Total budget** — sum across every project (USD-equivalent)
• **Overdue** — projects past their planned end date that aren't completed
• **Portfolio health** — the worst-case health colour across the portfolio (red if any project is red, yellow if any is yellow, else green)
• **Last updated** — most recent edit across the portfolio

The project card grid stays beneath. Click a card to drill into a project's detail view.

v5 plan: a resource-utilization heatmap (people × week with utilization %) and a cross-project EVM rollup card.
