Tagging a project from the Accounting form

When the planning module is enabled, the Accounting **New Journal Entry** form gains a **Project** picker so you can tag a JE at creation time — no need to come back later from the Budget tab.

The picker:
• Appears below the Date / Description / Reference row
• Shows projects for the active org, excluding completed and cancelled ones
• Defaults to "— None —" so existing accounting workflows aren't disturbed

When set, the new entry is stored with `projectId` and immediately appears in that project's Budget tab "From Accounting" list. The debit total rolls into the project's actuals and EVM math.

You can still tag entries after the fact from the project's Budget tab via the **Tag a journal entry** picker — both paths land at the same field.
