What Modernize costs

Modernize meters the heavy lifting and bills it at cost plus 15% — the same rail as Turtini lab environments.

What's metered:
• AI work — auto-documentation, characterization-test synthesis, and translation each spend Claude tokens (tracked per unit as AI cost).
• Compute — the parallel-run equivalence harness spends Google Cloud compute (tracked per unit as GCP cost).
• On top of each, Turtini adds a 15% fee. Reading the board, advancing stages, and verifying the ledger are not metered.

Where you see it:
• Each unit tracks its own billed cost. The Risk tab rolls up total billed-to-date for the codebase and forecasts the remaining spend — roughly the average cost per completed unit times the units left, plus the 15%.
