FAR Toolkit — clauses, J&A drafts, CO/COR routing
FAR Toolkit is the contracting-officer surface inside Turtini — a clause library, sole-source memo drafter, and CO/COR routing workflow for civilian and DoD contracting offices.
Three core capabilities:
1. FAR / DFARS clause library
A searchable index of FAR Parts 1–53 and DFARS Parts 201–253 with the canonical text, applicability conditions, and the standard fill-in fields. Drop a clause into a draft solicitation and the fill-ins surface as form fields — no copy-paste from PDFs of last year's RFP.
2. Justification & Approval (J&A) drafter
Sole-source and limited-source memos generated from a structured form: anticipated vendor, statutory authority (FAR 6.302-x), market research summary, fair-and-reasonable-price determination. The drafter populates the standard J&A template, surfaces the required signatures, and routes through the approval chain. Final J&A exports as a signed PDF (with verified-by-Turtini stamp).
3. CO / COR routing
Contract actions route by role: requirement owner → CO → legal review → COR designation → final signature. Each step is logged with timestamp + signer. The audit log is a single PDF you can hand to an IG.
Who can enable:
The module is gated to government orgs (governmentOrg = true) and Turtini platform admins. Commercial orgs cannot enable it; this is a feature of the platform's federal posture, not a marketing-toggle.
Caveats:
• The clause library is updated quarterly against published FAR/DFARS changes. Always confirm current applicability with your local supplement (DFARS / DoDI / agency clause).
• Turtini does not warrant the J&A drafts as legally sufficient — they're starting points for your CO and counsel to refine.
• Workflows are configurable but the default routing matches GSA's recommended pattern for civilian agencies; DoD and intel-community offices typically need customization.
