How to enroll a person served

Enrolling someone in Continuum creates their Universal Data Elements (HUD HMIS) plus an active enrollment in one of your projects.

The minimum data:
• Legal first + last name
• Date of birth (recommended — drives chronic-homeless determination, age-out eligibility, federal report fields)
• Program type — homeless services / reentry / youth aging out / refugee / recovery / reunification
• Project type — within the program, the specific HUD project category (ES, TH, PSH, RRH, SO, SH, CE)
• CoC code — your Continuum of Care's HUD identifier (e.g. VA-500)

The identity-graph link suggestion:
If you have the person's email or phone, type it in the optional Identity match box. Continuum checks whether they already have a Turtini account — if so, you get a "looks like Yusuf Demir already has a Turtini account — link?" prompt. Linking means they see this enrollment on their own /me/services surface immediately. No shadow records. No re-typing their story.

What happens after enrollment:
• The person appears on the by-name list (sorted by priority tier × days in queue)
• If linked, their /me/services lights up with the new record and a "Schedule your intake call" next step
• The case manager sees them in the daily standup until an assessment is recorded

The DV exception:
DV survivor enrollments do NOT go through this form — VAWA requires a separate comparable database silo. Use your existing DV intake until the comparable database wires here.
