Schedule a meeting and publish minutes

Civic meetings have two halves: scheduling (before) and minutes (after).

Schedule:
1. Meetings tab → "+ Schedule meeting"
2. **Type** — Regular, Special, Work Session, or Public Hearing. Drives noticing requirements (Public Hearing typically requires 10+ days advance notice; the platform reminds you).
3. Datetime + location (physical address or "remote / Zoom link").
4. **Agenda** — the line items to discuss. Each item can carry a packet attachment (PDFs, reports). Agendas can be revised until the meeting starts.
5. Publish → goes live on your Civic site immediately. A meeting-notice email goes to any resident who's subscribed to your body.

Minutes:
- After the meeting, open it → "Edit minutes" — write a free-form summary per agenda item, record votes, attach finalized documents.
- "Publish minutes" → minutes go public.
