Post a public notice

Notices are short public posts that don't fit the meeting framework — emergency alerts, project updates, budget hearings, election information.

To post:
1. Notices tab → "+ New notice"
2. **Type** — Announcement, Meeting Notice, Emergency, Project Update, Budget, Election
3. Title + body (markdown supported)
4. Effective dates (publishes from / expires on)
5. Optional attachments (PDFs, images)
6. Publish

Notices appear on the Civic public site and are sent to anyone subscribed to your body. Emergency notices fan out to all known identities (email + SMS where available) without requiring a subscription — used for boil-water orders, evacuations, etc.

Wally tool `civic_postNotice` lets staff post a notice from chat ("Wally, post an emergency notice about the water main break on 3rd"), which is faster than the form when seconds count.
