Citizen issues — upvotes and staff responses
Issues are how residents file complaints, ideas, and questions. Public, upvoteable, and (you choose) actionable.
How it works:
1. A resident visits your public Civic page → "File an issue"
2. Title, description, category (pothole / streetlight / noise / policy / etc.), optional photo
3. Their submission is public the moment it lands (or queued for moderation, depending on your settings).
4. Other residents can **upvote** issues they also care about. Sort order surfaces what the community considers important.
Staff side (Civic → Issues tab):
- See open issues sorted by upvotes by default.
- Open an issue → write a public response, set a status (Acknowledged / In Progress / Resolved / Won't Fix with reason).
- Status changes notify the original filer + anyone who upvoted.
- Wally tool `civic_listOpenIssues` returns a summary for a council briefing.
You decide the moderation policy in Settings (post-then-review vs review-then-post). Either way, removing an issue is logged — civic transparency norms.
