Set up and confirm crew duty and rest rules

Crew limits are a constraint in recovery planning, not a report afterwards. Turtini provides the shape of the rules; every number and citation comes from your airline.

To set up:
1. Crew tab -> Duty and rest rules.
2. Describe what the rules implement, for example the regulation as applied in your OpSpecs plus your crew contract.
3. Fill in each rule and its citation:
• Maximum flight duty period by report time: one band per line, like 05:00-07:00: 1=780, 2=720 (up to N segments = maximum minutes).
• Maximum flight time by report time: 05:00-20:00: 540.
• Minimum rest before duty, in minutes.
• Cumulative limits: a measure (flight time, flight duty or all duty), a rolling window in hours, and a maximum in minutes.
• Consecutive rest within a rolling window before report.
4. Save, then **Confirm these rules**. Only an owner or admin can confirm, and any later edit clears the confirmation.

Results read "within your configured limits", "exceeds your configured limits" or "cannot evaluate". They never say legal. A crew member whose duty history is not on file far enough back cannot be evaluated against a rolling limit, because unknown history is not zero: set "duty history complete from" on each crew record.
