Publish a quest safely

A quest sends real people to real places, so publishing has requirements that cannot be skipped.

Before a quest can go live, every stop needs:
- **Lawful public access** — a note confirming the visitor can legally be there. Public sidewalk, open churchyard, ticketed museum with the ticket named. If you cannot write this note honestly, the stop does not belong on the quest.
- **Opening hours** — when the place is actually accessible. A quest that sends someone to a locked gate at 9pm is a broken quest.

And the quest needs:
- **A named safety reviewer** — the person who walked or verified the route. Type their name in the Publish panel. This is recorded permanently.
- **A sponsor disclosure**, if any stop is a paid partner. Visitors see it before they start.

To publish:
1. Fill in every stop's access and hours notes.
2. Scroll to **Publish**, enter the name of the person who reviewed the route.
3. Any remaining problems are listed inline. Fix them and the **Publish quest** button becomes available.

**The rule behind all of this:** a quest must never instruct or encourage someone to trespass, enter a restricted area, ignore posted hours, drive unsafely, or take a risk to finish. Route review is not paperwork — it is the product working correctly.
